The form itself (text entry and saving pages) uses relatively little data. The biggest data consumption comes from uploading documents (e.g., academic transcripts, passport copies, birth certificate). A large PDF file with many pages can be several megabytes (MB). Recommendation: Compress your PDF or image files to be as small as possible (aim for under 1 MB per document) before attempting to upload.
